Biography of Muse Bihi Abdi – Kulmiye
Party Chairman and President Candidate

Muse Bihi Abdi (Somali: Muuse Biixi Cabdi) is a Somaliland politician who is the Chairman and Presidential Candidate of Kulmiye Party (Peace, Unity and Development Party). He is the chairman of Kulmiye Party since August 2010. He is a longtime military and government member, having served as the Minister of Interior and National Security of Somaliland in 1993. During the Military government of the former Somali Democratic Republic, he was the head of the USSR and USA Desk of the Ministry of Defence and later the head of the Research Department of the Ministry of Defence.

In 1985, he abandoned his post as the Military Attaché of the Embassy of Somalia in Washington and he joined the revolutionary Somali National Movement (SNM) that successfully ousted the regime after a long armed struggle.

Now, he is the chairman and presidential candidate of Kulmiye Party for the presidential election due to be held on March 27th, 2017. He served as the First Vice Chairperson of Kulmiye Party under the leadership of Ahmed Mohamed Mohamud Silanyo, the incumbent President of Somaliland Republic, as the Chairperson of Kulmiye Party before Kulmiye Party landslide victory of 2010 presidential election.

Personal Life

Muse Bihi Abdi was born on January 2nd, 1948 in Hargeisa. He is the eldest son of his family. He has 4 sisters and 3 brothers. His mother is Adar Muhumed Dahir Wa’ays(Somali:Cadar Muxumed Daahir Wacays). His father Bihi Abdi Hildid served in the French Army in Djibouti and later became businessman in Hargeisa. He hails from the Habar Awal sub-clan of the Isaaq. He is Muslim.

Education

General

In a professional capacity, soon after his graduation in Djembe Air Force Academy in the Soviet Union as a Pilot, he served in the Somali National Air Force based in Bali – Doogle and Baidao Airbases as the Operations Officer in 1974 to 1978. During this time, he was noted for his heroic decisions, leadership and military tactics as Operations Officer and as a Pilot in the Somali Air Force during the Somali-Ethiopia war in 1977 -1978.From 1978 – 1980, he was the head of the USSR and USA Desk of the Ministry of Defence and later the head of the Research Department of the Ministry of Defence in Mogadishu. From 1981 to 1984, he served his nation, the so called Somali Republic, a diplomacy position in the Somali Embassy in Washington, USA. He was the Military Attaché of the Somali Embassy in Washington, USA. During his time, he played a significant role in the normalization of the diplomatic relationship between Somali Republic and USA which was hindered by the passive position of USA in the Somali-Ethiopian war in 1977.

In the early 1985, he abandoned his government and his post in Washington DC and joined the revolution against the Somali Regime led by Mohamed Siyad Barre, the Somali National Movement (SNM) revolution. Between 1985 up to 1991, he was the Western Command of SNM Liberation Army. In 1988, he was the Commander In Chief of Hargeisa Liberation War which SNM Army managed to fully confiscate the control of the city for several months before they voluntarily withdrew back to their bases in Eastern regions of Ethiopia. From 1987 to 1991, he was a member of the Central Committee of SNM as well. In 1989, SNM held its 6thcentral committee congress to elect its new chairman for the coming two years in Baligubadle. It was an election highly contested and challenged due to that there was no a clear winner but few votes difference only. Muse Bixi Abdi was the chairing of the congress. He led the congress with strong leadership and visionary decisions. At that time, he pioneered the establishment of Guurti to take role in the peace and conflict resolutions in a traditional way. The Guurti established at that time became later the Upper House of the Parliament of Somaliland and constitutional body. Between 1990 to 1991, he was the head of the security of SNM.

After Siyad Barre regime was forcefully ousted in 1991, SNM staged a reconciliation and self-determination conference in Burao. North West Regions of Somali Republic or the British Somaliland Protectorate, announced unilaterally separated from the rest of Somali Republic. In 1993, Muse Bihi Abdi was among the members drafted the Borama Charter to pave the way SNM army hand over the power to a civil government due to be elected in the conference held in Borama in 1993.

In 1993, Mohamed Haaji Ibrahim Egal was elected in Borama conference as the second President of Somaliland. Muse Bihi Abdi was nominated to be the Minister of Interior and National Security of Egal Government in 1993. Mr. Bihi demobilized the SNM veterans and other militias, established the first National Army as the result of the demobilization and Police of Somaliland. He oriented all demobilized SNM veterans into military and police training camps. He built the district and regional administrations and authorities of the government of Somaliland for the first time and managed to be fully functional. He enabled that his government control all tax sources and helped Egal government pay the salary and incentives of the national army, police and civil servants of the government for the first time in the history of Somaliland republic. Between 1995 to 2002, he was an agro-businessman and left the politics.

After the sudden death of President Mohamed Haaji Ibrahim Egal in Pretoria, South Africa in 2002, he was leading a team believed in that Ahmed Mohamed Mohamud Silanyo is second in terms of experience and government leadership skills to President Egal and he has to be the President succeeding Egal. So, he was among the team urged Ahmed Silanyo establish Kulmiye Party as the founding father and Muse Bihi Abdi as a founding member of Kulmiye Party and Executive Committee. In 2008, Kulmiye Party held its Central Committee Conference in Burao and elected Muse Bihi Abdi as the First Vice Chairman of Kulmiye Party. After Kulmiye Party won the presidential elections held in 2010 with a landslide victory, Muse Bihi Abdi was elected as the Chairman of Kulmiye Party and Mohamed Kahin Ahmed as the Vice Chairman of Kulmiye Party. In the Conference of the Central Committee of Kulmiye Party in November 10 – 11, 2015, He was elected as the Presidential Candidate of Kulmiye Party for the presidential election due to be held on March 27th, 2017 with a running mate Abdirahma Ismail Saylici, the incumbent Vice President of Somaliland, as Vice President Candidate in his second term.
